CAGR is calculated as (ending value ÷ beginning value)^(1 ÷ number of years) − 1. It answers the question: what constant annual growth rate would connect the starting and ending values?

If a value grows from 100 to 150 over 4 years, CAGR is about 10.67% per year. The actual year-by-year returns may have been much higher or lower.
